The certification is handled by the Civil Registry of Persons (Registro del Estado Civil de las Personas), which in Nicaragua is part of the Supreme Electoral Council (CSE). If you got married in the United States and want that marriage to have legal effect in Nicaragua, the process is the reverse: you must register it with the Nicaraguan Civil Registry. To do so, you are generally required to provide the US marriage certificate apostilled by the authority of the state where the marriage took place, along with its translation into Spanish.
